The lawsuit highlights systemic failures, including deceptive practices by Children & Family Services, which falsely reported the parents' compliance with court orders, leading to the child's return to a dangerous home. The case underscores the dangers of prioritizing family reunification over child safety, similar to other tragic cases in California where children died due to neglectful oversight.

Schreiber said, "How can you allow multiple missed tests which everyone knows is code for a positive test and still proceed to reunite?  No one at the county, no one at the city, no one at any of these care providers wanted this outcome...but they so consciously disregarded their own rules that it was inevitable."
